Registration brings RTOs many duties like annual declarations, AVETMISS reporting, and marketing compliance, yet validation often proves to be the most feared.

We have numerous articles on validation, but let's go back to the term itself. ASQA defines validation as a quality review of the assessment process.

Validation is essentially about verifying the accuracy of parts of an RTO's assessment process and spotting areas needing improvement. Understanding its key components can make it less daunting.

As per the 2015 SRTOs Clause 1.8, RTOs are required to ensure their assessment systems, including RPL, meet training package requirements and follow the Principles of Assessment and Rules of Evidence.

The standards require RTOs to perform two types of validation.

The primary type of assessment validation verifies that your RTO's assessment meets the training package requirements.

The subsequent validation type ensures assessments are in line with the principles of assessment and rules of evidence.

Therefore, validation is conducted both before and after the assessment. This article emphasizes the first type: assessment tool validation.

The Fundamentals of the Two Types of Assessment Validation

Understanding Assessment Validation

As discussed before and in previous blogs, validation includes two processes: (1) assessment tool validation and (2) post-assessment validation.

Pre-assessment validation, or assessment tool validation, relates to the first part of the clause, emphasizing the need to meet all unit requirements and ensuring all workbooks are 100% compliant.

Conversely, post-assessment validation pertains to the implementation, ensuring Registered Training Organisations conduct assessments in line with the Principles of Assessment and Rules of Evidence.

This article will focus on assessment tool validation.

Guidelines for Conducting Assessment Tool Validation

Now that we’ve differentiated the two types of validation, let’s examine assessment tool validation in detail.

Timing for Conducting Assessment Tool Validation

Assessment tool validation ensures that all elements, performance criteria, and performance and knowledge evidence are included in your assessment tools.

Thus, whenever new learning resources are purchased, assessment tool validation should be conducted before students use them.

You don't have to wait until your next 5-year validation schedule. Validate new resources right away to ensure they’re appropriate for student use.

Nevertheless, this isn't the only occasion for this type of validation. Conduct assessment tool validation when you:

- resources are updated by you
- new training products are added by you on scope
- when course is reviewed against training product updates
- identifying your learning resources as a risk during your risk assessment

ASQA's risk-based regulation approach means RTOs should perform regular risk assessments. If students complain about learning resources, it's a perfect time for assessment tool validation.

Remember, this validation aims to ensure all learning resources are compliant before use. All RTOs are expected to validate all unit resources.

What You Need for Assessment Tool Validation

Educational Resources

Given that you are conducting assessment tool validation, you will need the full array of your learning resources:

Mapping tool – the primary document to check. It reveals which assessment items align with unit requirements, expediting validation.

Learner/student workbook – ensure it's appropriate as an assessment tool. Check if the instructions are clear and answer fields are adequate. This is a frequent issue.

Assessor guide/marking guide – ensure sufficient instructions for assessors and clear benchmarks for each assessment item. Clear benchmarks are vital for reliable assessment outcomes.

Other related resources – may include checklists, registers, and templates developed separately from the workbook and marking guide. Validate these to ensure they suit the assessment task and address unit requirements.

Assessment Validation Team

Clause 1.11 details the requirements for validation panel members, noting that validation can be conducted by one or more people. Generally, RTOs require participation from all trainers and assessors and may include industry experts.

The members of your validation panel must collectively have:

Vocational competencies and current industry skills applicable to the unit being validated

Current knowledge and expertise in vocational teaching and learning

One of the following training and assessment qualifications:

TAE40116 Certificate IV in Training and Assessment or its successor

Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
A validation tool assists with the validation process and documentation. It makes it easier to view how each assessment item aligns with each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.
Additionally, it serves as documented proof that you have validated your resources before student use.

ASQA does not specify a required template for assessment tool validation, but many templates are accessible online. These tools usually have validators review the tools as a whole to ensure they meet the principles of assessment.

While these templates simplify the validation process, they can introduce judgment errors because there is insufficient space for comments on each assessment item.

It is highly recommended to use a more detailed template for inspecting each unit requirement and the assessment items that map to them. Below is an example:

Fairness – Does the assessment ensure equal opportunity and access for everyone?

Flexibility – Does the assessment offer multiple ways to show competence according to different needs and preferences?

Validity – Is the assessment testing what it is meant to test? Is it a valid tool for assessing the required skill or knowledge?

Reliability – Will the assessment achieve the same results every time, regardless of who conducts the training? Will different assessors consistently make decisions on skill competence?

Rules of Evidence

Validity – Does the evidence indicate that the candidate possesses the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence sufficient to ensure the learner has the required skills and knowledge?

Authenticity – Is the assessment tool verifying that the work belongs to the candidate?

Currency – Do the assessment tools mirror current units of competency and modern industry practices?

Although these are often addressed in VET professional development and nationally recognised training, numerous tools fail to meet these requirements.

To prevent using learning resources that overlook some unit requirements, make sure to follow these guidelines:

Walk the Talk

Pay close attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:

Complete each of the following tasks at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication per service and regulatory requirements:

diaper change

prepare bottles, bottle feed infants, and clean equipment

solid food preparation and feeding babies

respond to baby signs and cues appropriately

prepare and settle infants for sleep

monitor and get more info support age-appropriate physical exploration and gross motor skills

Having students explain the process of nappy changing for babies under 12 months doesn’t meet the unit requirement. Unless it’s meant to assess underpinning knowledge (i.e., knowledge evidence), students should be doing the tasks.

Look Out for Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.
Notice the numbers. In the CHCECE032 example, one unit requirement requires students to complete the tasks at least once with two different babies under 12 months old. Doing the tasks twice with one baby doesn’t suffice.

Total or Not Competent

Mind the lists. Again, if students perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Every assessment item should have clear and specific benchmark answers to guide the assessor’s judgment on student competence. Thus, make sure your instructions do not confuse students or assessors. For example:
What kind of information can be included in a work package?
What details can be included in a work package?

Possible answers could include:

Mandatory resources

Associated costs

Activity length

Appointed duties and responsibilities

If an assessment item requires multiple answers, specify the number of answers a student must provide. This ensures your assessment is reliable, and the evidence collected is valid.

The same applies to assessment items with double-barrelled questions or those asking for multiple answers simultaneously. These can confuse both students and assessors, as shown in the sample question below:

Identify a hazard and/or environmental issue in the work area and select the most effective hazard control hierarchy.

Possible answers can include, but are not limited to:

Weather conditions – isolating the work area, engineering controls, personal protective equipment

Work area and ground conditions – elimination, isolation, engineering controls

People – isolating, engineering, administration

Structural hazards – substitution, isolating, engineering controls

Chemical hazards – isolation, use of engineering controls, administration

Equipment or machinery – isolating, engineering controls, administration

Avoiding double-barrelled questions makes it simpler for students to respond and for assessors to accurately judge competence.

Seeing these requirements, you might think, “Don’t learning resource developers offer audit guarantees?” But such guarantees mean you must wait for an audit before rectifying noncompliance. This affects your compliance history, so it’s wiser to take the safe and compliant route.
